New Legality Rating 2026: A Strategic Leverage for Corporate Reputation and Credit

The new legality rating is evolving and, starting March 16, 2026, will become a central pillar of corporate compliance. It is not simply a bureaucratic requirement, but a public indicator released by the AGCM that summarizes a company's reliability, integrity, and reputation on the market.

Achieving a "star" rating (from one to three) guarantees concrete and measurable benefits in both the public and private sectors:

  • Access to credit: facilitates relationships with banks and the procurement of financial resources.

  • Public funding: guarantees rewards for access to public tenders and procedures.

  • Reputation: It acts as a clear signal to supply chains and stakeholders, improving the company's image.

Access requirements and new legality rating updates

To apply for a new legality rating, the company must jointly meet some subjective requirements:

  • Turnover: at least 2 million euros in the financial year ending in the previous year (individual or consolidated group).

  • Seniority: registered in the Company Register or REA for at least 2 years.

  • Rootedness: presence of an operational headquarters in the national territory.

What changes with AGCM Resolution no. 31812/2026?

The new regulation (AGCM Resolution No. 31812/2026) introduces tighter controls and more stringent reporting requirements. The rating lasts three years, and upon renewal, continuity is enhanced with additional signs ("+") that can lead to additional stars.

Monitoring and the causes of obstacles

Maintaining the new legality rating requires constant discipline. The AGCM, in collaboration with the Guardia di Finanza, conducts documentary investigations and periodic audits.

The presence of highly significant crimes (tax evasion, occupational health and safety violations, tax crimes) or the involvement of "relevant persons" (directors, general managers, controlling shareholders) in criminal proceedings can result in the immediate revocation of the license.

From declaration to operational compliance

Starting in 2026, ratings must be managed as a true risk management process. For companies, this means not only submitting the application, but also making organizational structures, codes of ethics, and internal control systems effective.
